I gotta disagree. When was the last time a Franchise defenseman was on FAs. Its like half a decade. Alot of teams are moving their focus to play a more defensive style. I could have seen him get 7 or 7.5.
Hes a top 6 D in the league and they are hard to come by in FAs.

Let's also keep in mind Bouwmeester is still only 25! That is insane, considering he isn't anywhere near his prime. Flames fans gotta be happy, they got a big time player that will be well worth the 6.6 mil they paid.
