Like I said earlier Teppo scored a goal in every season that he has played in the NHL, therefore he would not qualify.
Take a look at Wade Belak in 2006-07 he had 0 goals and 3 assists...
This player had more points than that though...

If you are talking 2006-2007 then there is no one with more points than 23 who didnt have a goal. I even went back as far as 2000-2001 and still no one is better. |

Sorry not Todd Gill, his best goal less season was 1996-97 he had 0 goals, and 21 assists, this player had more than 23 assists, and no goals...
