For as long as the offending player is suspended do not allow his team to fill his roster spot in the lineup .

It seems these players will continue to play with no respect for their fellow players until they hurt the team they play for maybe. With a rule like this it will hurt the teams abilities to put a full lineup on the ice .
Maybe when it hurts the team they play for the veterans in the room will start to "talk" to these type of players they have in their own dressing rooms.

Any thoughts on what a rule like this may change the thought process on the ice and in the dressing rooms ?
